Service Associations are governed by the RSA Rules 1993 and the Rule 15(1) (C) is nothing to do with Service Associations. Thus, the order issued by the DOP is Unconstitutional unquestionably misinterpreted.-SG FNPO Writes to Secretary Department of Personnel & Training,
